The First National Observance of Memorial Day designated May 30, 1868, as a day to decorate the graves of comrades who died defending their country. Originally intended only to honor Civil War dead, the holiday was expanded after World War I to honor those who died in all American wars. In 1968, Congress passed legislation that moved the holiday from its fixed May 30 date to the last Monday in May to create a three-day weekend. This change went into effect in 1971, when Memorial Day was officially established as a federal holiday.
